ASTRID is Belgium’s digital communication network for emergency and rescue services. Police, fire brigades, emergency medical services and other safety services rely on it every day for their operational communication.
The network operates on dedicated frequencies and uses TETRA technology — more robust and secure than commercial GSM networks. But just like GSM, ASTRID struggles to penetrate heavy building structures.
In a hospital, car park, tunnel or industrial building, that can be critical. The obligation for indoor coverage therefore applies to a growing number of building types.
When is ASTRID indoor coverage required?

We handle the dossier for you
ASTRID indoor coverage requires approval by the ASTRID safety commission via IBZ. That path — technical dossier, plans, frequency planning and formal approval — is complex and time-consuming.
Mercuron prepares the full IBZ dossier, follows up the procedure and ensures the installation is carried out in line with the approval. You do not need to dive into it yourself.
Legal basis at a glance
- ASTRID publicly states that urban planning permits from May 2014 onward for certain new large construction and infrastructure works must, in some cases, be submitted to a Safety Commission under the authority of the Federal Public Service Interior.
- For each dossier, that Safety Commission decides whether the building must have indoor radio coverage.
- According to ASTRID, the regulations on indoor coverage are based on royal decrees.

Legal nuance: according to ASTRID, dossiers for new large construction and infrastructure works are assessed by the Safety Commission. The criteria below are indicative and do not replace a formal decision.
Publicly known criteria include, among others:
- publicly accessible construction and infrastructure works where more than 150 people are expected through daily activities or special events
- construction and infrastructure works with an underground space larger than 25 m² that is publicly accessible or where dangerous substances or preparations are stored
- construction and infrastructure works, whether publicly accessible or not, with a ground surface area of more than 2,500 m²
